เรื่อง การลงนามบันทึกความเข้าใจ (MoU) เพื่อความร่วมมือทางวิชาการ ระหว่างมหาวิทยาลัยราชภัฏมหาสารคาม และสถาบันส่งเสริมและพัฒนาวิชาการดอกเตอร์เคน
มหาวิทยาลัยราชภัฏมหาสารคาม ได้ลงนามบันทึกความเข้าใจ (Memorandum of Understanding: MoU) ร่วมกับสถาบันส่งเสริมและพัฒนาวิชาการดอกเตอร์เคน เพื่อส่งเสริมความร่วมมือทางวิชาการ การวิจัย และการพัฒนาศักยภาพบุคลากร โดยมีเป้าหมายร่วมกันในการยกระดับคุณภาพงานวิจัย งานวิชาการ และการบริการวิชาการสู่มาตรฐานสากล
การลงนามในครั้งนี้มีวัตถุประสงค์เพื่อร่วมกันพัฒนาและยกระดับวารสารวิชาการให้เป็นไปตามมาตรฐานนานาชาติ สนับสนุนการดำเนินงานวิจัยและพัฒนาตามแนวคิด “มหาวิทยาลัยเพื่อการพัฒนาท้องถิ่น (University for Local Development)” ตลอดจนส่งเสริมการจัดกิจกรรมทางวิชาการ อาทิ การอบรม สัมมนา การพัฒนาศักยภาพนักวิจัย และการเผยแพร่องค์ความรู้สู่สาธารณะ
ภายใต้ความร่วมมือดังกล่าว มหาวิทยาลัยราชภัฏมหาสารคามจะสนับสนุนบุคลากร นักวิชาการ และผู้เชี่ยวชาญเข้าร่วมเป็นคณะกรรมการหรือผู้ทรงคุณวุฒิ ให้คำปรึกษาด้านการวิจัย การวิเคราะห์ข้อมูล และการเขียนบทความทางวิชาการ รวมถึงสนับสนุนสถานที่และทรัพยากรทางวิชาการที่จำเป็น ขณะที่สถาบันส่งเสริมและพัฒนาวิชาการดอกเตอร์เคนจะสนับสนุนกิจกรรมทางวิชาการตามที่ตกลงร่วมกัน มอบทุนวิจัยหรือทุนการศึกษา สนับสนุนด้านเทคโนโลยี ระบบบริหารจัดการวารสาร และการเผยแพร่ผลงานวิจัยผ่านช่องทางต่าง ๆ ของสถาบัน
บันทึกความเข้าใจฉบับนี้มีระยะเวลาความร่วมมือ 5 ปี นับตั้งแต่วันที่ลงนาม และสามารถต่ออายุได้ตามความเห็นชอบร่วมกันของทั้งสองฝ่าย โดยทั้งสองหน่วยงานจะร่วมกันประสานงาน ติดตาม และประเมินผลการดำเนินงานอย่างต่อเนื่อง เพื่อให้เกิดประโยชน์สูงสุดต่อมหาวิทยาลัย บุคลากร นักศึกษา ชุมชน และสังคมโดยรวม
การลงนามในครั้งนี้สะท้อนถึงความมุ่งมั่นของทั้งสองหน่วยงานในการสร้างเครือข่ายความร่วมมือทางวิชาการที่เข้มแข็ง พัฒนาคุณภาพงานวิจัยและมาตรฐานทางวิชาการให้ทัดเทียมนานาชาติ และขับเคลื่อนการพัฒนาท้องถิ่นอย่างยั่งยืน

Subject: Signing of Memorandum of Understanding (MoU) for Academic Collaboration between Rajabhat Maha Sarakham University and Doctor Ken Institute for Academic Promotion and Development
Rajabhat Maha Sarakham University has officially signed a Memorandum of Understanding (MoU) with the Doctor Ken Institute for Academic Promotion and Development to strengthen academic collaboration, research advancement, and human resource development. This partnership aims to enhance the quality of research, academic activities, and academic services in accordance with international standards.
The primary objectives of this collaboration include jointly establishing, developing, and improving academic journals to meet international standards; promoting research and development activities in line with the concept of “University for Local Development”; and organizing academic activities such as training programs, seminars, researcher capacity development initiatives, and knowledge dissemination.
Under the terms of the MoU, Rajabhat Maha Sarakham University will support researchers, academics, and experts to participate as committee members, article reviewers, and subject-matter specialists. The University will also provide consultation on research activities, data analysis, academic writing, and academic standards, as well as facilitate access to academic resources and venues necessary for organizing academic events.
The Doctor Ken Institute for Academic Promotion and Development will support jointly agreed academic activities, provide research grants or scholarships to qualified personnel and students, offer technical and technological support for academic journal management, and assist in disseminating research outputs and academic publications through its institutional channels. Both parties will collaboratively develop academic standards, evaluation systems, and journal management practices to ensure quality in line with international benchmarks.
The MoU will be effective for a period of five (5) years from the date of signing and may be renewed upon mutual written agreement. Both institutions will maintain close coordination to ensure the continuity and effectiveness of activities conducted under this agreement.
This partnership reflects the shared commitment of both organizations to building a strong academic collaboration network, elevating research and academic standards to the international level, and contributing to sustainable local and community development.
